Guildford Borough Council endorsed Guildford’s Local Cycling and Walking Infrastructure Plan (LCWIP) on 8th August 2024.
Background
In April 2017, the DfT launched the Cycling and Walking Investment Strategy (CWIS), which aims to make cycling and walking the natural choice for shorter journeys, or as part of a longer journey. The strategy aims to double cycling levels by 2025, increase walking activity, reduce the rate of cyclists killed or seriously injured, and increase the percentage of school children walking to school.
Through the CWIS, local authorities are strongly encouraged by DfT to prepare LCWIPs in order to take a more strategic approach to planning walking and cycling networks; a 10 year timeframe is suggested. Surrey County Council has worked with constituent local authorities including Guildford Borough Council to create a LCWIP, and GBUG was involved as a stakeholder in this process.
Purpose
Guildford’s LCWIP focuses on everyday commuting journeys e.g. to work, schools, the shops, visiting friends or family, and to railway stations. It is not for leisure routes. It provides a prioritised programme of infrastructure improvements and costs for each route, so that when funding becomes available, a scheme can immediately be selected.

The cycle routes prioritised for phase 1 (ideally within the next 2 years, shown in red), phase 2 (within 10 years) and phase 3 (beyond 10 years) can be seen in the images below taken from the report.
