Progress towards better cycling provision will be limited if it is seen purely as the preserve of cycling enthusiasts. A holistic approach is necessary, with benefit to the local community as a whole. This is well exemplified by the achievements of Walthamstow in the London Borough of Waltham Forest, where Low Traffic Neighbourhoods (LTNs), ‘villages’ or ‘neighbourhood zones’ were created. Through traffic was reduced by closing rat runs, speed limits were lowered to 20mph and public space was improved by landscaping, planting and improved paving. Cycling and walking have increased, and the LTNs have become much more attractive to live in. Similar ideas could be tried in Guildford, and this was endorsed in the Guildford Borough Council (GBC) Cycle Network Study (2019), and GBC Guildford Cycle Route Assessments 2020 and Appendices.
